What to do when the letter don't arrive?

I live in Sweden and made a swap with a user from a country otuside EU, I told him that I will not send the letter with reigstered post since its so expensive from Sweden. He was ok with this, but he sent his letter to me with registered post. I also sent him a photo of the letter when I sent it,
At his letter to me, he attached the green CN23-form ande entered a value of 1 Euro. I then got to pay 25% of 1 Euro in customs plus 10 Euro in expedition-fee from the Swedish customs :(

I wrote to him about this in a very polite way and said that when you send a letter its not necessary to attach the CN23-form, and from that everything was ok.

Anyway, now he claims that he haven't got my letter yet, and it was more then a month I sent it. I have told him that the only thing we can do is to wait and hopefully it will show up.
He is not satisfied with that and has start to tell me that it is my responsibility that the letter should be delivered to him and that I now have to send him new cards. I have told him that sometimes letters gets lost, it have happened to me as well, and since he agreed that it was ok that I send with regular priority mail there is nothing more we can do.

I don't think its a scam since I have got his letter, he got 25 positive feedbacks at the site, I have 573....

How do you think I should handle this? Should I send his cards back to him? Maybe they don't arrive as well?

You want the comfortable reply or the honest reply? I'll say both anyway.

The comfortable reply is you did your part and obviously it was the transportation fault for such delay or even lost... it sucks but happens to everyone who sent at least hundreds of letters/packages.

Now the honest one you'll not like it but it was you who didn't want to send registered (and I completely understand why) and therefore, you knew this could happen... so in my perspective and assuming that guy is not trying to scam you (no reason for it after such feedbacks), consider taking the accountability in case the cards were really lost and compensate him.

Well, it can be also a "revenge" from that guy after you scolded him for the customs fees, but that would be petty and no way to find out anyway.

If it was me, I would try to assure him that he wouldn't be losing and get some more time for the cards to arrive.
