yes, on the back of the card there is a code to be entered online for participation in a competition with prizes

Guessing eBay is best route for a UK collector to go down for the album and stickers?

Panini always release the complete collection for international collectors, outside Italy. Normally, March or April. I'm waiting for it, or else it is very expensive for outside collectors, with limited options to swap stickers.

The 2017/18 collection was available on their website on 20th March last year, so probably about the same time....

QUICK UPDATE:

I sent an email to Panini to ask when it would be available in full from their website.

They replied and told me that the 2018/19 full collection will be available on their website from December 2019. I replied and asked why this was as last season's was available in March 2018 demonstrating a delay of an extra 9 months and we will be midway through the 2019/20 season - they just re-confirmed the date and thanked me for me continued interest.

This is the first time in a while that I am a bit disappointed with Panini.........
