It is true that Qatar 2022 will be Panini's last album. Is it true that TOPPS acquired the License and will make the next World Cup albums?

Don't think so, no.

Panini already lost EURO/UEFA license so I don't they will lose FIFA one too.
Also FIFA/WC is simply a Panini thing, it's almost mithycal no matter how bad this album is... So I don't think there will be a change.

EDIT: Just my personal opinion, don't have any insider info or anything.

If a company could afford that operation it would be Fanatics, Topps is part of them. Will Fanatics buy the licences? My feeling is yes, they are very aggressive in acquisition, they have more money than Panini and they will offer a lot for these licences. But if they buy the licences the other question is, what brand will the WC Album have? Topps or Panini? My feeling in that point is that it will continue being a Panini collection (under licence of Fanatics) as Panini has very attractive brands that they won't let disappear, besides the sticker album all the card collections such as Prizm, Score, Elite, and much more (I am not the card specialist;-), a collaboration would make sense.

But this is just my personal opinion.
