Difference in badges with Topps and Panini

I noticed that for national team albums, Topps uses Federations Badges not the national team ones. Why is that?

For instance the Norway National Team:


Both emblems are correct, but the Panini used is the one that the national team wears on the jersey, while the one Topps uses is the Federation badge. Why is this difference? I noticed with other teams as well.
